Introduction

In this article, we will present the official texts (decrees published in the Journal Officiel (JO), instructions, circulars, orders, etc. published in the Bulletin Officiel des P.T.T. (BOPTT) until May 1976, then in the Bulletin Officiel (BO)) concerning the period of sale of the stamp 0,50 F Marianne de Béquet: the circulars on the issue and withdrawal of the stamp, the texts giving the domestic rates and those corresponding to the international rates.

Issue of the stamp 0.50 F Marianne de Béquet

There was only one official document (a circular in the BOPTT) for the issue of the 0.50 F Marianne de Béquet stamp:

Withdrawal of the stamp 0.50 F Marianne de Béquet

On the other hand, the withdrawal was the subject of four circulars in the BO:

a first circular on February 21, 1978, announcing the withdrawal on April 7, 1978, of stamps with phosphorescent bands
a second circular on March 16, 1978, announcing the withdrawal on May 19, 1978, of the 0.50 F Marianne de Béquet stamp without phosphorescent marking
a third circular on May 6, 1978, announcing the suspension of the previous circular
a fourth and final circular announcing the withdrawal of all 0.50 F Marianne de Béquet stamps on July 7, 1978, regardless of how the stamps were sold.

Introduction

Il n'y a eu qu'un texte officiel (une circulaire dans le BOPTT) pour l'émission du timbre 0,50 F Marianne de Béquet :

Introduction

In this article , we will present a forgery to deceive the postal service, printed using the offset process . We will first present this print mode before describing this postage stamp forgery called "forgery from Aubervilliers".

The principle of offset printing

Offset printing is a process that appeared in the late 19th century and gradually replaced lithography.

Offset printing is a method of printing in which the image to be printed is engraved on the printing form (the offset plate), then transferred to a rubber roller (the blanket) and then to the printing medium (usually paper).

The printing form has a base, often in aluminium, which serves as a support for two superimposed levels: a hydrophilic level (usually a salt) surmounted by a lipophilic photosensitive level (usually copper or a polymer).

In this printing process, the image copied on the printer form (most often by laser insolation) will be represented by the sensitive level, which is oily by nature, while the part without image will be represented by the hydrophilic level. The printing form will then be moistened (because the salt parts are only lipophobic if they are wet); the parts without pictures will fix water while the greasy image will repel water and accept ink.

Offset presses are usually made up of four printing groups for the four primary colours (yellow, cyan, magenta and black), but there are offset presses with up to ten units.

The “forgery from Aubervilliers”

A forgery of the stamp 0,50F Marianne de Béquet to deceive the Post Office is known, which is called “forgery from Aubervilliers”. This stamp, printed using the offset process, is slightly greater than an authentic one (20,5 x 26,5 mm instead of 20 x 26 mm) and perforated 11x15.

Of course, it is difficult to get accurate information about a forgery stamp. It seems that this stamp appeared at the end of 1974 and that it was reported to the philatelists by J.F. Brun during Arphila 1975.

Such unperforated and ungummed sheet stamps are also known:

a block of 60 unperforated and ungummed "faux d'Aubervilliers" stamps

It may be pointed out that there is an official note in the Post Office Bulletin of January 1980 indicating to postal agents this forgery (the date of publication of this note is surprising because this forgery is known on letter since the last quarter of 1974 and that the stamp 0.50F Marianne de Béquet was removed from sale in July 1978).

Finally, let us point out a hypothesis suggested by Dr; GRASSET in Le Collectionneur Philatéliste et Marcophile on the possible origin of this forgery.

The company DALAMI had created a display advertising with two 0,50F Béquet stamps (see figure to the left) with permission from P. and T. who did not indicate that the stamp should not be reproduced in the colour or size of the original stamp.

The advertisements already printed were overprined (see figure to the right) and the printing plates used by the printer were deliveredto the administration. But it is likely that another printing plate existed and that it could have been used to produce the Aubervilliers forgery, especially since the defects of the printing plates and the forgeries are identical (according to Dr. GRASSET).

Introduction

Nous allons présenter dans cet article un faux pour tromper la poste, réalisé en offset. Nous présenterons donc d'abord ce mode d'impression des timbres avant de décrire ce faux appelé "faux d'Aubervilliers".

Le principe de l'impression offset

L'impression offset est un procédé apparu à la fin du XIX^ème siècle et qui a remplacé progressivement la lithographie.

L'impression offset est une méthode d'impression dans laquelle l'image à imprimer est gravée sur la forme imprimante (la plaque offset) puis transférée sur un rouleau en caoutchouc (le blanchet) puis sur le support d'impression (en général le papier).

La forme imprimante possède une base, souvent en aluminium, qui sert de support à deux couches superposées : une couche hydrophile (en général un sel) surmontée d'une couche photosensible lipophile (en général du cuivre ou un polymère).

Dans ce procédé d'impression, l'image copiée sur la forme imprimante (par insolation laser le plus souvent) sera représentée par la couche sensible, grasse par nature, tandis que la partie sans image sera représentée par la couche hydrophile. La forme imprimante sera ensuite humidifiée (car les parties en sel ne sont lipophobes que si elles sont humides) ; les parties sans image fixeront l'eau tandis que l'image grasse repoussera l'eau et acceptera l'encre.

Les presses offset sont le plus souvent constituées de quatre groupes d'impression pour les quatre couleurs primaires (jaune, cyan, magenta et noir), mais il existe des presses offset ayant jusqu'à dix unités.

Le faux d'Aubervilliers

On connaît un faux pour tromper la poste au type 0,50F Marianne de Béquet, qui est appelé « faux d'Aubervilliers ». Il s'agit d'un timbre fabriqué en offset, légèrement plus grand que le timbre authentique (20,5 x 26,5 mm au lieu de 20 x 26 mm) et dentelé en ligne 11x15.

Bien entendu, il est difficile d'avoir des informations précises sur un timbre faux. Il semble que ce timbre soit apparu fin 1974 et qu'il ait été signalé aux philatélistes par J.F. Brun à l'occasion de Arphila 75.

On connaît également de tels timbres en feuilles non dentelées et non gommées :

On peut signaler qu'il existe une note officielle du bulletin des Postes parue en janvier 1980 et signalant aux agents de la Poste ce faux (la date de parution de cette note est étonnante car ce faux est connu sur lettre depuis le dernier trimestre 1974 et que le timbre 0,50F Marianne de Béquet a été retiré de la vente en juillet 1978).

Signalons, pour terminer, une hypothèse émise par le Dr. GRASSET dans Le Collectionneur Philatéliste et Marcophile sur l'origine possible de ce faux.

La société DALAMI avait fait réaliser un placard publicitaire comportant deux timbres Béquet à 50c (cf. la figure à gauche) avec une autorisation des P. et T. ne signalant pas que la reproduction des timbres ne devait être ni dans la couleur ni aux dimensions du timbre.

Les publicités déjà imprimées furent surchargées (cf. la figure à droite) et les clichés utilisés par l'imprimeur furent remis à l'administration. Mais il est vraisemblable qu'un autre cliché existait et qu'il a pu être utilisé pour produire le faux d'Aubervilliers, d'autant que les défauts des clichés et des faux sont identiques.

Presentation of the issued booklets

Introduction

We will now describe and illustrate all the booklets produced with the stamp 0,50F Marianne de Béquet. We will also show some varieties about these booklets, varieties which can be extremely spectacular. This is due to the way in which these booklets are made: booklets arrive closed in front of the checking person and booklets with missing colour, defective printing, misperforations,... can completely escape the attention of the printing office staff and thus can be found in post offices.
We will end this article by proposing some test booklets linked to those containing stamps 0,50F Marianne de Béquet, as well as two booklets produced for the PTTs postal courses.

The C1 type booklet

It is a booklet of 10 stamps without phosphor band, with a cover advertising the “Caisse d'Épargne Postale”:

C6 type booklets were produced on 31.5.72, 3.1.73 and 17.11.73 on the press TD6-5. Covers were only printed on the packaging machine number 8.

The C8 type booklet

C8 type booklets were produced from 14.02.73 to 31.07.74 on the presses TD6-5, 6-6 and 6-7. Covers were printed through the packaging machines number 1 and 2 and without number.

The C9 type booklet

It is a booklet of 20 stamps with three phosphor bands and a cover advertising the use of the 5-digit zip code, without dotted lines:

C9 type booklets have a peculiarity: they are the only ones among all the booklets with stamps 0,50F Marianne de Béquet to have been produced with two types of phosphor bands:

Type A bands

Description of the printings

Some C9 type booklets with three type A phosphor bands can be found in the French Postal Museum's archives. Here are two pictures of these booklets:

This booklet, dated 23.10.72, arises from the press TD6-5. We may see, on the upper image, phosphor ink traces on the reverse side of the stamps: it is ink rub-off due to the not still dry ink of the previous turn of the reel. This date of 23.10.72 was never found in post offices. It is thus probably an unissued booklet.

On the other hand, booklets produced from 04.12.72 to 05.12.72 with three type A phosphor bands are known:

Personally, I have only seen such booklets with a cover made on the packaging machine number 8.

Finally, I have a booklet dated 27.12.72 whose stamps are certainly of type A (cf. photo under UV of the top pane of this booklet below). To the best of my knowledge, that booklet has never been mentioned. It seems to have been produced on the TD6-6 press.

Some curious varieties

I will now describe five booklets with different varieties, but similar in the sense that the two parts of the booklet have phosphorescent bands arranged differently, This means that the two reels of stamps used to make these booklets are not twin reels obtained by cutting the same continuously printed reel.

Booklet #1: no phosphorescent band
For this first booklet, the upper pane is totally free of phosphorescent band, while the lower pane has type A phosphorescent bands arranged normally. It should be noted that the stamps were printed on the press TD6-6 on 5.12.1972 and that the cover of the booklet was made on the packaging machine number 8.

Booklet #2: vertical offset of 50% of phosphorescent bands

This booklet has an upper pane with a vertical offset of the phosphorescent bands 16 mm upwards and a lower pane where the phosphorescent bands are printed normally. Here, too, the stamps were printed on the press TD6-6 on 5.12.1972 and the cover of the booklet was made on the packaging machine number 8.

Booklet #3: Horizontal offset of phosphorescent bands

This booklet has an upper pane with continuous phosphorescent bands with a horizontal offset of 6 mm to the left. On the lower pane, the phosphorescent bands are printed normally. Note that the horizontal offset of the phosphorescent bands creates two stamps adjoining to the right margin with only two phosphorescent bands. The cover of this booklet was made on the packaging machine number 8.

Booklet #4: Horizontal and vertical offset of phosphorescent bands

This booklet has an upper pane whose stamps show a vertical offset of the phosphorescent bands of 6 mm downwards and a horizontal offset of 11 mm to the left. On the other hand, phosphorescent bands are wider (4.5 mm) than normal bands. On the lower pane, the phosphorescent bands are printed normally. It can be noted that the horizontal offset of the phosphorescent bands creates two stamps adjoining to the right margin with only one and a half phosphorescent band (the middle phosphorescent band straddles the perforation). The cover of this booklet was made on the packaging machine number 8.

Booklet #5: horizontal and vertical offset of phosphorescent bands

This second booklet has an upper pane whose stamps show a vertical offset of the phosphorescent bands of 10 mm upwards and a horizontal offset of 7.5 mm to the left. On the lower pane, the phosphorescent bands are printed normally. Note that the horizontal offset of the phosphorescent bars creates two stamps adjoining to the right margin with only two phosphorescent bands. The cover of this booklet was made on the packaging machine number 8.

Type B bands

All the other known printings for the C9 type booklet are with three type B phosphor bands. They were printed on the presses TD6-5, 6-6 and 6-7, from 02.01.73 to 31.05.74.

The C10 type booklet

It is a booklet of 20 stamps with three type B phosphor bands and a cover advertising the use of the 5-digit zip code, with dotted lines:

C10 type booklets were produced from 14.05.74 to 24.07.74 on the press TD6-7. Covers were only printed by means of the packaging machine number 6.

To end this part on the description of booklets containing stamps 0,50F Marianne de Béquet, I would like to show a rather unusual pane of booklet:

It is a booklet pane reconstituted with a green Scotch tape connection. The top of the pane is made up of a strip of 5 albinos and the bottom of a strip of 5 normally printed stamps. We may note that both strips are very slightly moved. According to a former employee of the I.T.V.F., it would be " a join of reels of stamps on the packaging machine to remove a part damaged during the line-engraving printing ". The driver of the machine would have put damaged items without covers in a special box intended for scrap pieces. But this pane of booklet would have escaped the destruction.

Test booklets

A number of test booklets with type 2 Palissy vignettes (size 18x22,5 mm, perforated 13x13) are known. These booklets were produced for the manufacturing of booklets or the adjustment of stamp vending machines (cf. the brochure Les carnets d'essais de G. GOMEZ):

Booklets for the PTTs postal courses

Two types of booklets, without a stamp, were made for the PTTs postal courses during the period of the stamp 0,50F Marianne de Béquet. They were used by the pupils of postal worker courses to proceed to the counting of their sub-cash register, but were also intended for the adjustment of cutting machines or of booklet vending machines (cf. the brochure Les carnets d'essais de G. GOMEZ):

Introduction

Dans ce chapitre, nous allons décrire tous les carnets avec le timbre 0,50F Marianne de Béquet qui ont été émis. Nous montrerons également quelques variétés concernant certains de ces carnets. On peut signaler que l'on trouve parfois des variétés extrêmement spectaculaires sur les carnets. Ceci provient du mode de réalisation de ceux-ci : les carnets arrivent fermés devant la personne chargée de la vérification et des carnets avec impression à sec, impression défectueuse, piquage à cheval, ... peuvent tout à fait échapper à l'attention du personnel de l'imprimerie et se retrouver dans les bureaux de poste.

Nous terminerons cet article en proposant quelques carnets d'essai liés à ceux contenant des timbres 0,50F Marianne de Béquet, ainsi que deux carnets produits pour les cours d'instruction.

Le carnet C1

Le carnet C9

C'est un carnet de 20 timbres avec trois bandes phosphorescentes et une couverture faisant de la publicité pour l'utilisation du code postal à 5 chiffres, sans pointillés :

Les carnets C9 ont une particularité : ce sont les seuls parmi tous les carnets du 0,50F Marianne de Béquet à avoir été produits avec deux types de bandes phosphorescentes : des bandes au type A et des bandes au type B.

Description des tirages connus

Il existe dans les archives du Musée de la Poste quelques carnets au type C9 avec trois bandes phosphorescentes au type A. Voici deux images de ces carnets :

Ce carnet, daté du 23.10.72 est issu de la presse TD6-5. On peut voir, sur l'image supérieure, des traces d'encre phosphorescente au dos des timbres : il s'agit d'un maculage de l'encre pas encore sèche du tour précédent de la bobine. Cette date du 23.10.72 n'a jamais été trouvée dans les bureaux de poste. Il s'agit donc vraisemblablement d'un carnet non émis.

On connaît des carnets produits le 05.12.72 avec trois bandes phosphorescentes au type A qui ont été vendus dans des bureaux de poste :

Pour ma part, je n'ai jamais vu de tels carnets que provenant de la confectionneuse 8.

Enfin, je possède un carnet daté du 27.12.72 dont les timbres sont incontestablement au type A (cf. photo sous UV du feuillet supérieur de ce carnet ci-dessous). Ce carnet n'a, à ma connaissance, jamais été mentionné. Il semble avoir été produit sur la presse TD6-6.

De curieux carnets

Je vais décrire maintenant cinq carnets présentant des variétés différentes, mais similaires dans le sens où les deux feuillets du carnet ont des bandes phosphorescentes disposées différemment, ce qui signifie que les deux bobines de timbres utilisées pour la confection de ces carnets ne sont pas des bobines jumelles obtenues par la coupe de la même bobine imprimée en continu.

Carnet n° 1 : pas de bande phosphorescente

Pour ce premier carnet, le feuillet supérieur est totalement sans bande phosphorescente, alors que le feuillet inférieur a des bandes phosphorescentes au type A disposées normalement. On peut noter que les timbres ont été imprimés sur la presse TD6-6 le 5.12.1972 et que la couverture du carnet a été réalisée sur la confectionneuse 8.
